Loka represents ones level of consciousness. According to Hindu mythology, there are 14 lokas. 7 outside and 7 inside. They are:
1.Bhuh, 2. Bhuvah, 3. Suvah, 4. Mahah, 5. Janah, 6. Tapah, 7. Satya and
1.Atala, 2. Vitala, 3. Sutala, 4. Talaatala, 5. Mahaatala, 6. Rasaatala, 7. Paataala
Divine mother is beyond all these Lokas. Hence, she is called lokathitha. More detailed description of these lokas can be found here
