ఈ సృష్టి అంతా భగవంతుడి అపురూపమైన నిర్మాణ మని మనము రెండవ నామములో తెలుసుకున్నాము. అయితే ఈ సృష్టి అంతటి లోకి అత్యద్భుతమైన అంశం ఒకటి ఉంది. అదే స్వేచ్ఛ. ఈ స్వేచ్ఛ యే కనుక లేకుంటే ప్రకృతి లోని సౌందర్యం మనకు కనబడదు. శబ్దం లోని సంగీతము మనకు వినబడదు. పండ్లలో మాధుర్యము మనకు తెలియదు. అసలు స్వేచ్ఛ లేని చోట మనిషి జీవితంలో జీవమే ఉండదు. ఇంత ముఖ్యమైన ఈ స్వేచ్ఛన కాపాడడానికి పరిపాలన అవసరం. సరైన పరిపాలన లేకుంటే స్వేచ్ఛ వినాశనానికి దారితీయొచ్చు. అందుకే మానవ వ్యవస్థలో అనాదిగా అనేక రూపాలలో పరిపాలన కొనసాగుతూ ఉంది. పరిపాలనా వ్యవస్థ క్రింది స్థాయి నాయకుల తోనూ వారిపైన మంత్రులతోనూ వారిపైన ముఖ్యమంత్రులతో వారిపైన రాజుల తోనూ వారిపైన రారాజుల తోనూ అనేక స్థాయిలలో ఉంటుంది. ఒక్కొక్క స్థాయిలోని వారికి ఒక్కొక్క నిర్దిష్టమైన ధర్మమ్ ఉంటుంది. వారు దానిని కాపాడుతూ ఉండాలి. ఈరా రాజులందరికీ రాణి మన అమ్మ. ఆవిడ శ్రీమత్ సింహాసనం ఎక్కి అందరినీ పరిపాలిస్తూ ఉంటుంది. బ్రహ్మ విష్ణువు రుద్రుడూ మహేశ్వరుడు ఆమె సింహాసనానికి నాలుగు కోళ్ళు. సదాశివుడు దాని పై కప్పే దుప్పటి. అటువంటి సింహాసనం ఎక్కి జగన్మాత మనందరినీ పరిపాలిస్తుంది.
పరిపాలనా యంత్రాంగంలో ఉన్నవారు ఒక విషయం తప్పక గుర్తు పెట్టుకోవాలి. స్వేచ్ఛను కాపాడుట కొరకు దుష్టశిక్షణ శిష్ట రక్షణ చేయడం మంచి పరిపాలన అవుతుంది. కానీ ఆ స్వేచ్ఛనే హరించేటటువంటి కాఠిన్యము నిరంకుశత్వం అవుతుంది. అది భగవత్సంకల్పం కాదు. కనుక ఎక్కువ కాలం నిలబడదు.
We learnt in the second name that this whole universe is a wonderful creation of God. The most important element of it is freedom. Without this freedom we would not see the beauty of nature. We cannot hear the music in the sound. We would not enjoy the taste of fruits. With out freedom there is no liveliness in human life. To protect and preserve this freedom, we need governance. Without proper governance freedom can lead to destruction. That is why humans always followed various governance systems through out the history. The governance is established at various levels with lower level leaders, ministers above them, chief ministers above them, kings above them and emperors above them. Those at each level have their own specific dharma. They have to protect it. Divine mother is the queen of all the kings. She ascends the throne called Srimathsimhasana and rule over everyone. Brahma, Vishnu, Rudra, Maheshwara had four pillars on her throne. Sadasiva is the blanket that covers it. Ascending such a throne Divine Mother governs all of us.
Those in the administrative machinery must always remember one thing. The requirement of a governance arises because we want to preserve freedom. That good governance is about punishing the bad and protecting the good. Imposing too many rules and very strict discipline that drains out freedom becomes tyranny. That is not God's will. So it will not last long.
