లోకాలను నియమించునది. సమస్తదేవతలను, దిక్పాలకులను, గ్రహాలను, నక్షత్రాలను నియమించి లోకపాలన సజావుగా జరిగేటట్లు చూస్తుంది.
మధుకైటభ సంహారం తరువాత త్రిమూర్తులతో 'బ్రహ్మ సృష్టి కార్యక్రమం చూస్తాడు. హరిహరులు ఇద్దరూ అతడికి సహాయకారిగా ఉంటారు. కాళి లక్ష్మి సరస్వతి అనే శక్తులు మీ ముగ్గురికీ సహాయంగా ఉంటాయి. మీరు వెళ్ళి, మీ స్థావరాలు ఏర్పరచుకుని, సృష్టి కార్యం చూడండి అని చెబుతుంది. అంటే త్రిమూర్తులను ఆ పనులకు నియమించిందన్నమాట.
జీవులందరికీ వారివారి కర్మఫలాన్ని బట్టి జన్మలిస్తుంది. ఆ జన్మలో కష్టసుఖాలు, సుఖదుఃఖాలు కర్మఫలితంగానే కలుగుతూయి. వీటన్నింటినీ కలుగచేసేది, నియంత్రించేది అందుకే నియంత్రీ అనబడుతుంది.
Divine mother is the chief administrator. She assigns jobs to all the devatas, dikpalakas, grahas, nakshatras such that the administration of the whole universe goes smoothly.
After triumph over Madhu and Kaitabha, Brahma starts the job of creation. Hari and Hara play helping role in creation. Divine mother says, "Shaktis Kaali, Lakshmi and Saraswati will help you. You set up an abode for your yourself and take care of the job of creation." That means Divine mother assigned the job of creation to Trimurthis.
Divine mother gives next birth to all beings based on their past actions. When they pray her, she liberates them from the cycles of birth and death. Hence she is called the chief administrator.
